The Issue

Twenty years ago, SJR 30, enabled conservation/reclamation districts in certain counties to use bond financing to create recreation amenities with local voter approval, but did not include El Paso County.
El Paso County does not have access to the same tools to create parks and recreational amenities as many other counties in Texas.

Background

In 2003, the Constitutional Amendment (SJR30) that enabled certain counties in Texas to use bond financing for recreation amenities left El Paso County out. The passage of Proposition 11 (SJR 32) would rectify this, allowing many new neighborhoods in El Paso County to develop park and recreation amenities, backed by bonds repaid by property taxes. The entire community will benefit from the addition of much-needed public amenities.

WCIDs, irrigation districts, river authorities, special utility districts, municipal utility  districts are all examples of C/R districts.

Each type of district has its own board appointment and election requirements and a governing structure that is regulated by Texas law.

A conservation and reclamation district is just a district created  under art. III, Section 52, or art. XVI, Section 59, of the Constitution.

There are currently 18 districts in El Paso County.

No, any existing (or new) district would still have to authorize and hold an election of voters in the district to adopt this power.
